Ogun Assembly Faults Inauguration of ROTO As Transport Union

Ogun State House of Assembly has faulted the inauguration of Riders and Owners of Tricycle Organization (ROTO) by the Parks and Garages Development Agency (PAGADA), describing it as an aberration to the law establishing the agency.

The house condemnation, follows the  adoption of its preliminary report on the activities of the Parks and Garages Development Agency (PAGADA) recognizing ROTO-a purported third tricycle union in the State.

Chairman of the House Committee on Transportation, Hon.Oludaisi Elemide had presented the preliminary report 

and later moved the motion for its adoption, seconded by Hon. Haruna Wahab and supported by other lawmakers at a plenary session presided over by Speaker Olakunle Oluomo in the Assembly Complex, Oke-Mosan, Abeokuta.

The Assembly in the report, declared the inauguration as null and void, saying that the action remained strange to the policies and guidelines of the State Ministry of Transportation.

The house however, directed the State Attorney General and Commissioner for Justice to organize seminars\ workshops for Heads of Ministries, Departments and Agencies of government to avail them with the provisions of operational laws guiding their scope of duties, with a view to ensuring that they design and formulate programmes and policies within the ambit the laws establishing them.

According to Elemide, the Committee during its previous meeting which had six lawmakers, the State Commissioner for Transport, Engr. Gbenga Dairo, the Permanent Secretary in charge of the ministry, Mrs Olusola Osasona amongst others in attendance observed that the purported inauguration of ROTO was done unilaterally by PAGADA, without the knowledge of the Ministry of Transportation, as there were challenges in the leadership of PAGADA in understanding the relationship between the agency and the Ministry.

The report partly reads, “the inauguration has generated a lot of confusion and threatened the peace of the State based on various verbal and written petitions received by the Committee.
