Ogun State House of Assembly has commended Governor Dapo Abiodun for his non-Interference in the legislative arm to perform its responsibilities in the just concluded probing of Audit reports on Ministries, Departments and Agencies of Government in the State
The House Committee Chairman on Public Account and Anti- Corruption,Hon. Damilare Bello gave the commendation on Wednesday after the conclusion of consideration of Audited Report on the MDAs, also lauded some of the Ministries, Departments and Agencies of Government on their improvements in the areas of maintenance and regular update of fixed asset register
The committee equally appreciated the MDAs for coding of assets, keeping of inventory register and store records and appreciable improvement in revenue generation.
According to him, having concluded the first phase of the exercise today, the Committee would be embarking on physical verification of projects done by some MDAs during the year under review and also coduct status review of a few Agencies.
"Just like I said in my opening remarks at the commencement of the exercise some months ago, that we were not embarking on the assignment to witch-hunt, destroy denigrate or disparage anybody or Government, rather the exercise was conducted with open mind and concious of our determination to contribute our quota in ensuring that due process and procedures are strictly followed in the government business in order to block revenue leakages and create adequate value for money and avoid wastage", Bello stated.
He said in the course of the exercise, the Committee had been able to observe certain procedural infractions in the records of some of the MDAs that appeared before the Committee which needed to be addressed.
He also disclosed that next phase of the Public Accounts and Anti-Corruption Committee sitting would be to consider the reports of the Auditor General on the activities of the 20 Local Government Councils for the years 2020, 2021 and 2022 respectively, which would begin soon, while appreciating the Speaker, Rt. Hon. Oludaisi Elemide, for providing the needed platform and conducive atmosphere in carrying out the exercise.
Meanwhile stakeholders in the state, who converged on the Assembly Complex at Oke-Mosan in Abeokuta on Wednesday deliberated and commended the Assembly for initiating the State Rural and Semi- Urban Integration Development bill, saying it would help accelerate even development of the rural communities in State.
Stakeholders who spoke included the Permanent Secretary in the Ministry of Rural Development, Engr. Sakirudeen Salami, Director of Legislative Drafting in the Ministry of Justice, Mr. James Mafe, Dr. Bunmi Fajobi, who represented the Ministry of Community Development and Cooperatives and representative of Ministry of Urban and Physical Planning, TPL Abiola Ayodele amongst others noted that the bill would help drive development in all rural and semi-urban communities in the State.
They posited that relevant Ministries, Departments and Agencies should collaborate to ensure the full implementation of the bill, clarifying that the Ministry of Rural Development, having been so designated should be the core agency to drive its operations.
Declaring the Stakeholders' Forum open, the Speaker, Rt. Hon. Oludaisi Elemide, said the Assembly in line with its legislative practice and procedure organized the forum to provide an avenue for stakeholders to participate in an elaborate discussion and robust deliberation where, the inputs gathered would be carefully considered and properly fine-tuned to form part of the bill.
The Speaker stated, " let me state that this bill has been extensively debated at the plenary session held on the floor of the hallowed chamber, in a bid to collaborate with the present administration in its efforts to bridge the development gap between the rural and urban areas of the State, by ensuring the provision of basic social amenities in the rural areas.
Therefore, there is a need for this Honourable House to perform its constitutional duty in order to give the Bill necessary impetus and legislative credence towards achieving the desired results.
I want to assure all stakeholders here present, that this bill is seeking to promote rural development without compromising further advancement of urban areas.
Let me assure you, that the bill will be given accelerated passage, in order to encourage the State Government to focus more on the even development of our dear State".
In his welcome address, the Sponsor of the bill, Hon. Babatunde Tella explained that the bill was long overdue as the State remained compliant with international best practice in the area of physical planning and urban development .
He stated that there was a need for all and sundry to give the required legislative support to the bill to ensure that its objectives are optimally achieved.
He assured that the House was determined to ensure that the bill receive accelerated passage, so as to assist the present administration in the State in streamlining every aspect of Rural and Semi- Urban Planning to achieve even Development across the State.
"Therefore, this forum is organized to avail stakeholders the opportunity to freely express their opinions and germane ideas on the bill, which will be subjected to further legislative scrutiny, so that the State Government will commit substantial allocation of the State budget for infrastructure, towards the development of rural areas.
If this commitment is achieved, it will lead to the provision of basic social amenities in the rural areas", Tella submitted.
